We do not need general letters from members of the public and Departmental responses generally on the smoky coal ban.  We do not need parliamentary questions and responses.

As you indicate in your last paragraph, we were interested in just the more narrow issue of any third party correspondence and papers or briefing notes in relation to the lawfulness (or otherwise) of the implementation of a nationwide smoky coal ban (and which we understand has led to the recent decision not to implement a nationwide ban for the coming heating season of 19/20).

Pursuant to this process a decision was made to remove 300k premises from the intervention area following the provision of "concrete" business plans by Eircom Ltd to roll-out High Speed broadband in this footprint on a commercial basis.

In this context, and under the Freedom of Information Act 2014, I request the following records:

A copy of all documents (including any emails, minutes of meetings, Excel based costing files, memos etc) that the Department shared with the Commission for Communications Regulation ("ComReg") as part of, and subsequent to, this process, including documents that were provided by Eircom Ltd and those produced by the Department with respect to this matter, up to, including, and subsequent to the signing of the "Eir Commitment Agreement", between The Minister for Communications, Climate Action and Environment and Eircom Limited in April 2017.
-. Any communications (including any advice) received from ComReg in relation to this process up to and including the signing of the Commitment Agreement between Eircom Ltd and the Minister.

• A list of all the oversea trips taken by for the Minister for official Department engagements in 2017 and 2018.
• A list of the costs associated with the Minister  – and/or any departmental staff that accompanied the Minister on the trip; IE flights, accommodation, transfers, etc.
• A copy of all the expenses claimed by the Minister – or other departmental staff - associated with overseas travel for official Department engagements in 2017 and 2018.
